- Individual contractor/nominee supervisor licence application (PDF)

- Fire or Mechanical Services Air-conditioning & Refrigeration Occupational (PDF)
Scope of work
- Mechanical services work involving a relevant activity.
- The following building work—
- building work involving a relevant activity*;
- constructing, installing, replacing, repairing, altering, maintaining, testing or commissioning a mechanical ventilation system in a building;
- designing and preparing plans and specifications for a mechanical ventilation system in a building—
- for the licensee’s personal use; or
- for use in building work to be performed by the licensee personally.
- Installation of fire collars that is incidental to work mentioned above.
- building work involving a relevant activity*;
- Incidental work of another class.
*Relevant activity means:
- constructing, installing, replacing, repairing, altering, maintaining, testing or commissioning any of the following for a building—
- air-conditioning;
- air handling systems;
- equipment in which a refrigerant gas is, or is to be, used;
- refrigeration; or
- designing and preparing plans and specifications for work mentioned above —
- for the licensee’s personal use; or
- (for use in building work to be performed by the licensee personally.
Experience requirements – Contractors and Nominee Supervisors
From 1 January 2022, if you’re applying for a mechanical services – air-conditioning and refrigeration contractor or nominee supervisor licence you will need to demonstrate a minimum of 2 years’ experience, other than experience gained during an apprenticeship, in –
- the scope of work for the class; or
- other work, if the commission considers experience in the other work is at least equivalent to experience in the scope of work for that class.
If you have 2 years experience in carrying out work within the scope of work for a mechanical services — air-conditioning and refrigeration occupational licence, you won’t be required to have experience in design work.
Experience requirements –Site Supervisors
No additional experience is required.
Technical qualification requirements – Contractors and Nominee Supervisors
One of the following:
- UEE51211 – Diploma of Air Conditioning and Refrigeration Engineering, including the following electives:
- Develop and implement energy sector maintenance programs UEENEEE110A
- Evaluate and report on building services energy management systems UEENEEJ136A
- a course the QBCC considers as equivalent
- a qualification or statement of attainment of required competency for the class of licence.
Technical qualification requirements – Site Supervisors (proposed as at December 2019)
Any of the following courses:
- An apprenticeship in refrigeration and air conditioning
- Certificate III in Engineering Mechanical TradeMEM30205
- Certificate III in Air Conditioning and Refrigeration UEE32211
- a course the QBCC considers as equivalent
- a recognition certificate as a qualified refrigeration and air conditioning mechanic
- a qualification or statement of attainment of required competency for the class of licence.
Managerial requirements
Applicants for Contractor and Nominee Supervisor licences must successfully completed one of the following:
- BSBSMB401 - Establish legal and risk management requirements of small business
- a course QBCC considers as equivalent.
NOTE: No managerial qualification required for a site supervisor licence.
Financial requirements
The relevant financial requirements in the Minimal financial requirements policy (contractors only).
Important note:
- Interstate Applicants – may be eligible to obtain a licence through Mutual Recognition
- Overseas Applicants – may have to have an overseas qualification assessed for equivalency prior to applying.
Recognition of prior learning
If you do not hold a formal technical qualification, you may be able to obtain it through recognition of prior learning (RPL) by a Registered Training Organisation (RTO). The following RTOs may be able to provide RPL services:

Registered Training Organisations (RTOs)
Registered Training Organisations issue formal qualifications to people who successfully complete training. Please note that the RTO list is a guide only and subject to change. We strive to ensure that the information contained is accurate and up-to-date.
Other qualifications can be:
- documentation showing you successfully completed an apprenticeship
- a certificate showing you successfully completed the appropriate course for this licence class
- a certificate showing you successfully completed an equivalent course for this licence class (e.g. similar modules)
- recognition certificate
- a qualification of statement of attainment of the required competency issued by an approved authority for the licence class.
