Rules for previous Owner-builders
In most cases you can only have one Owner-builder permit every 6 years.
Exceptions to 6-year rule
We may issue a new permit in exceptional circumstances, such as:
- if either you, or a person you are living with, is suffering from a serious medical condition and the work to be carried out would help
- if either you, or a person you are living with, is suffering severe financial hardship and the work to be carried out would help.
How to apply for exemption
You can apply for an exemption from the 6-year rule.
If you are granted an exemption, you will then need to apply through the standard process and provide a copy of your approval letter with your application.
Gather supporting documents
You must provide supporting documentation outlining your exceptional circumstances.
When registering online, please include a valid email address and check your inbox periodically in case we need additional information.
What happens next?
Exemptions for 6-year ruling applications are granted only under exceptional circumstances and may involve a complex assessment process. Applicants should allow up to 30 working days for their request to be processed. This can sometimes take longer if there is complexity, further information is needed from the applicant(s) or in times of higher numbers of applications.
We will contact you via email to let you know if your exemption has been approved.
If your exemption from the 6-year ruling is approved you will then need to complete the standard application form and provide your approval letter with your application.
Alternatively, you can use the Owner-builder exemption 6-year ruling application form.
