QBCC supports the growing Queensland community through our contribution to a thriving and resilient building and construction industry that supports sustainable social, environmental and economic outcomes for the state.
QBCC’s regulatory purpose is to reduce risk in the building and construction industry, offer protection from harm, and encourage innovative industry responses to current and emerging challenges.
QBCC achieves this by:
- ensuring proper building standards
- licensing building and trade contractors, plumbers and drainers, certifiers and pool safety inspectors
- providing dispute resolution services for defective building work
- supporting and educating building contractors and consumers
- regulating domestic building contracts to balance the interests of building contractors and building owners
- regulating building product supply chains to ensure safe and compliant building products
- making and communicating decisions in a way that satisfies our regulatory responsibility in clear, transparent and efficient manner for building contractors and consumers.
- regulating efficiently and effectively managing the commission and its functions.
How Queensland’s building and construction industry is governed
- The elected Government (which includes the Minister) makes decisions about policy matters and create the building standards and laws which govern the industry.
- The Public Service (which includes Government agencies) provides support to the Minister and Government, for example, by giving advice and recommendations, implementing decisions, and drafting new laws.
- Regulatory bodies (such as the QBCC), ensure compliance with the standards and laws, and also educate and provide advice to industry and consumers on their rights and responsibilities.

The QBCC is independent, objective and impartial. The QBCC’s powers and functions are set out in various pieces of legislation.
The QBCC plays a critical role in informing the Government of any issues affecting the building and construction industry. This industry insight helps the Minister and DEPW when considering future policy development or legislative change.
The QBCC is a body corporate and consists of the:
- Queensland Building and Construction Board
- The Commissioner and the organisational unit under the control of the Commissioner
- Services Trades Council.
