Panel builder opportunities under Queensland Home Warranty Scheme
What is a panel builder?
Under the Queensland Home Warranty Scheme (the Scheme), panel builders are licensed contractors engaged by QBCC’s appointed Claims Management Consultants (service providers) to deliver rectification and completion works for approved insurance claims. Panel builders must hold the appropriate licence class, demonstrate suitable experience and meet the service providers onboarding and performance requirements.
Interested in becoming a panel builder?
The QBCC currently works with two independent service providers who deliver claims management services under the Scheme.

Important notes for licensees
- Each service provider operates its own assessment, onboarding and panel management processes; however, all service provider recommendations for panel inclusion are subject to final endorsement by the QBCC.
- Applicants must hold an appropriate QBCC builder licence in one or more of the following licence classes: Builder – Low Rise, Builder – Medium Rise, or Builder – Open.
- Swimming pool construction, installation and maintenance QBCC licence holders may also be eligible to apply, subject to service provider requirements and the nature of the work being undertaken.
- Eligibility requirements may differ between service providers.
- Being a QBCC licensee, including holding an eligible builder licence class, does not guarantee acceptance onto a service provider panel.
- Panel builder arrangements are exclusive to the service provider that engages the contractor. If accepted, contractors will only be permitted to perform rectification and completion work for that service provider’s Home Warranty Scheme claims. You may still undertake your own private contracting work independently of any panel engagement.
- Ongoing participation is subject to service provider requirements, performance expectations and operational needs. Service providers may periodically review their panel composition, and engagement is subject to ongoing performance and compliance.
Disclaimer:
The QBCC does not recommend one service provider over another.
Enquiries on eligibility requirements and onboarding processes for applications to become a panel builder are to be directed to the service providers.
