Scope of work

1. Certify

  • Certify, inspect and test portable fire equipment and hose reels (hose reels downstream of stop cock only), including non-pumped presence of water tests.

2. Install and Maintain

  • Install and maintain portable fire equipment and hose reels (hose reels downstream of stop cock only), including non-pumped presence of water tests.

Note:

  • Portable fire equipment includes, for example, wheeled fire extinguishers, fire hoses, fire blankets, and portable fire extinguishers.

Qualifications required

1. Certify

  • successful completion of Certificate IV in Fire Systems Compliance (Fire Fighting Appliances) 30903QLD, or
  • successful completion of a course the commission considers equivalent to the above.

2. Install and Maintain

  • successful completion of Certificate II in Fire Protection Inspection and Testing CPP20511 including the following units of competency:

    • Inspect and test fire hose reels CPPFES2010A;
    • Install portable fire extinguishers and fire blankets CPPFES2011A;
    • Conduct routine inspection and testing of fire extinguishers and fire blankets CPPFES2020A, or
  • successful completion of a course the commission considers equivalent to the above.

Managerial course

Completion of the approved managerial course.

Experience required

Two years experience, that may include experience gained during an apprenticeship or other training, in:

  • the scope of work for the class, or
  • other work, if the commission considers experience on the other work is at least equivalent to experience in the scope of work for the class.

Financial requirements

The relevant financial requirements in the financial requirements policy.

Note: Extinguishing Agent Handling Licence

In addition to the requirements outlined by QBCC regulations, Queensland technicians and companies who install, decommission, service or maintain gaseous fire suppression systems or portable extinguishers containing ODS or SGG must ensure they also hold the necessary licences and permits as required by the Australian Government.  

Licences, authorisations and permits relating to the use of scheduled extinguishing agents in the fire protection industry are issued by the Fire Protection Industry (ODS & SGG) Board on behalf of the Australian Government.

The Ozone Protection and Synthetic Greenhouse Gas Management Act 1989 allows for the following types of licence, authorisation and permits:

EAHL- Extinguishing Agent Handling Licence

Individuals who handle a controlled extinguishing agent that is, has been, or is used for fire protection must hold an Extinguishing Agent Handling Licence (EAHL) or a Special Circumstances Exemption.

EATA- Extinguishing Agent Trading Authorisation

This authority is required by anyone acquiring, storing and/or disposing of extinguishing agents as listed in the Ozone Protection and Synthetic Greenhouse Gas Management Act 1989. An Extinguishing Agent Trading Authorisation (EATA) is required to undertake the following activities:

  • Buy/sell/possess agent in bulk, or
  • Fill/recover agent

HSP- Halon Special Permit

The use of halon is strictly regulated under the fire protection division of the Ozone Protection and Synthetic Greenhouse Has Regulations 1995.

A Halon Special Permit is not required to possess halon for use in fire protection equipment or systems. 

A Halon Special Permit is not required to possess an extinguisher containing halon. 

A Halon Special Permit (HSP) may be granted by the Fire Protection Industry (ODS & SGG) Board where it is satisfied that:

  • the applicant is appropriately experienced and the use of the halon is to protect human life or operate equipment that is critical to the community.
  • there is no practicable and safe alternative available at reasonable cost

Important note:

  • Interstate Applicants – may be eligible to obtain a licence through Mutual Recognition
  • Overseas Applicants – may have to have an overseas qualification assessed for equivalency prior to applying.

Professional Indemnity Insurance

Professional Indemnity Insurance is required for this licence class.

Registered Training Organisations (RTOs)

Registered Training Organisations issue formal qualifications to people who successfully complete training. Please note that this list is a guide only and subject to change. We strive to ensure that the information contained is accurate and up-to-date.

Other qualifications can be:

  • apprenticeship papers
  • documentation showing you successfully completed the appropriate course for this licence class
  • documentation showing you successfully completed an equivalent course for this licence class (e.g. similar modules)
  • recognition certificate
  • a qualification of statement of attainment of the required competency issued by an approved authority for the licence class.

Recognition of prior learning

If you do not hold a formal technical qualification, you may be able to obtain it through recognition of prior learning (RPL) by a Registered Training Organisation (RTO). The following RTOs may be able to provide RPL services for the restricted licence classes listed above:
